1，To formulate the innovation scheme of foreign trade management system and strategy of imports and exports trade development.

2，To formulate the management measures on import and export commodities and catalogue of import and export commodities. To formulate the management system on quota of import and export and tariff quota, to report and distribute import and export commodity quota and tariff quota annual plan and to organize the implementation .To be responsible for the management on fresh, live, frozen commodities supplied to Hong Kong and Macao, to formulate import and export license management system and to supervise the implementation, to formulate and organize the implementation on import and export bidding policy and border trade policy, to draw out and organize the implementation of management commodity catalogue of stated-own trade and specific enterprise.

3， To promote strategy of predominating by fine quality and strategy of market diversification. To guide the relevant work of export brand building and to guide trade promotion activities like foreign trade fair etc at home and abroad, to formulate the relevant management measures to guide foreign trade promotion system building, to manage and supervise the implementation of taking non-commercial activities overseas.

4，To formulate the qualification standard for resource production supply enterprises, to confirm and promulgate the supply enterprises. To formulate foreign trade management qualification standard for any kinds of enterprises and qualification standard for international freight agent, to afford stipulated qualification examine by law and statute. To be responsible for the management of non-enterprise economic organization’s representative offices in China.

5，To regulate the order of import and export, to coordinate and guide the development of foreign trade credit system.

6，To draft the policy on Chinese international logistics development; to take part in the negotiation of bilateral and multinational transportation agreement.

7，To contact with Quota Licensing Bureau and Trade Development Bureau.

8，To undertake other assignments given by the leaders of ministry.
