Functions

1. To formulate policies on reform plans for foreign trade management and development strategies for import and export; to formulate foreign trade policies, and coordinate relevant departments to formulate related policies on processing trade.

2. To formulate the administrative measures and product catalogue for import and export; to establish management systems for import and export quotas as well as tariff rate quotas, to formulate, report and implement the annual plans for import and export quotas as well as tariff rate quotas; to undertake the implementation of the aggregate planning for the import and export of important industrial goods, raw materials and important agricultural products; to take charge of the management of fresh, live and frozen commodities supplied to Hong Kong and Macao; to formulate and supervise the implementation of the administration system of import and export licensing; to formulate and implement the policies on invitation to tenders for import and export quotas as well as border trade; to formulate and implement the administrative measures and product catalogue for state trading.

3. To promote the strategies of quality first and market diversification, formulate and implement the policies on improving the quality of exports; to formulate policies and measures on promoting the transformation of foreign trade growth mode, and work with relevant departments on coordinating the import and export of bulk commodities; to direct the brand building for exports, and guide the building of the foreign trade promotion system.

4. To formulate and implement qualification standards on enterprises of import and export, as well as supply of resource products and major controlled products; to be in charge of the registration of foreign trade business operators; to be responsible for the management of representative offices of foreign as well as Hong Kong and Macao non-enterprise economic organizations and foreign chambers of commerce in China.

5. To participate in management of import and export of endangered animals and plants, to verify the varieties of futures trading and supervise overseas futures business.

6. To regulate foreign trade order, and to coordinate and direct the establishment of the foreign trade credit system.

7. To be responsible and direct multilateral and bilateral negotiations on commodities and key industries；to take charge of supervising implementation of bilateral agreements as well as domestic management on relative commodities.

8. To direct and manage import and export business of China’s foreign investment enterprises. To be responsible for the work related to the automatic registration commodities imported by foreign investment enterprises.

9. To undertake other tasks assigned by the leaders of the Ministry.
